The debate should centre on the concept of harm and whether this can be quantified.
If it cannot, then all drugs should be legalised and criminals who commit crimes while intoxicated and addicted treated more harshly.
This would be the fairest way since harm to the public would then have manifested itself in criminal behaviour and thus become objectively measurable.
Simple really.

Absolutely no way. The 'War on Drugs' has not helped and, depending on who you listen too, has increased drug use and damage by allowing the industry to be controlled by the criminal organisations. I would not say I am 'pro drugs' but am amazed that marijuana continues to be criminalised and lacking any realistic debate. Drugs are and have been an important component in society for a very long time. Consider the proposal last year. Benny Shanon, a professor of cognitive psychology at the Hebrew University of Jerusalem proposed that Moses spoke to a burning bush because he was on ayahuasca and that the experience was comparable to those produced by concoctions based on bark of the acacia tree, a plant that is frequently mentioned in the Bible.
If you’re going to sack a government advisor, an expert in their field, after they have given you the advice you paid for but disagree with for personal reasons why waste money on them at all. Especially if ministers feel that they know better.
